Norman “Trey” Miller III is an associate attorney at Zwillinger Wulkan, focusing his practice on tribal, civil rights, and general civil/commercial litigation.  With experience across federal, tribal, and state courts, Trey is committed to leveraging his diverse background to provide clear strategies and effective solutions for clients facing complex problems.

Trey applies a broad and practical skill set to his work, always focused on achieving his clients’ objectives.  His experience as a judicial law clerk in the Mashantucket Pequot Tribal Court provided him with deep insight into tribal sovereignty, intergovernmental relations, and the complex jurisdictional questions that frequently arise in tribal litigation.  He brings this perspective to bear in representing clients in matters involving tribal governments, enterprises, and individuals, ensuring that tribal and legal contexts are carefully considered. Additionally, Trey's time as a law clerk with the Department of Justice, Environment and Natural Resources Division in Washington D.C. informs his litigation practice when federal concerns are involved.

Experience

In commercial and general civil litigation, Trey has worked on a wide range of disputes—from contract matters to tort claims—and provides tailored strategies designed to meet client needs.  He has drafted complaints, worked on dispositive motions, drafted mediation memoranda, and his commercial practice is further informed by his experience as a judicial extern for an Arizona bankruptcy judge.  This background prepares him to assist effectively through all phases of litigation.

Trey also brings a strong foundation in civil rights litigation, having worked on such matters with the City of Phoenix Attorney’s Office and engaged with constitutional and procedural issues in both state and federal contexts.  His work has encompassed government accountability, prisoner rights, and due process, and he remains committed to advancing fairness and equity through rigorous advocacy.
